Board of Trustees Mandatory Training
California appointed and elected officials at the local level (e.g., city councils, county boards of supervisors, and special districts) are required to complete mandatory training in three core areas: harassment prevention (AB 1661), ethics (AB 1234), and fiscal/financial oversight (SB 827).
Harassment Prevention Training (AB 1661) - Officials receiving any compensation, salary, or stipend must complete at least two hours of sexual harassment and discrimination prevention training. The training must be completed within the first six months of taking office, and every two years thereafter, and covers state and federal statutory provisions against sexual harassment, practical prevention examples, and remedies available to victims.
Ethics Training (AB 1234 / SB 827) - Local officials and designated department heads must complete at least two hours of public service ethics training every two years. New officials taking office must complete this training within six months of starting service, and the training covers conflicts of interest, gift and travel restrictions, financial interest disclosures, open meeting laws (like the Brown Act), and government transparency.

Fiscal and Financial Training (SB 827) - All members of legislative bodies, elected officials, and certain staff must complete at least two hours of specialized fiscal and financial training every two years. New officials must complete their first training within six months of taking office. Those already in office as of January 1, 2026, have until January 1, 2028, to complete their first fiscal training, which includes municipal budgeting, financial reporting principles, debt management, capital financing, public resource stewardship, procurement, and the prudent investor standard
